James A. Rhodes

He seems to be moving swiftly and purposefully, as evidenced by his bent right knee and his jacket folding back on itself from the wind. He is placed on a grand, granite pedestal inscribed with his name and facts about him. Rhodes was the governor of Ohio from 1963-1971 and again from 1975-1983.
